the 34th National General
Assembly, as requested by The
ULAA
Constitution, in Article 40:
“Decisions on a host
member-organization and host city
shall be made at a preceding annual
General Assembly, based on the
findings and recommendations of the
National Administration.”
FINDINGS & RECOMMENDATIONS
ON THE VENUE FOR THE 34th
NATIONAL GENERAL ASSEMBLY
At the 33rd General
Assembly in Providence, Rhode
Island, we received declarations of
intent from four of our
member-organizations to host the
next Assembly. Due to time
constraints imposed by arrangement
made for use of the hall in which
the Assembly was being hosted,
delegates could not deliberate and
decide on the venue of the 34th
National General Assembly.
Given the position of the National
Board of Directors, the National
Administration is to submit to it
findings and recommendations for the
venue.
BACKGROUND
The four chapters that expressed
interest in hosting the next
Assembly were ULAA chapters in
Pittsburg, Illinois, North Carolina
and Michigan. This constitutes the
second time the Pittsburg Chapter is
bidding for the hosting of the
Assembly. At the 32nd
Assembly in Philadelphia,
Pennsylvania, Pittsburg was among
three chapters that vied—Rhode
Island, Staten Island, and
Pittsburg. Rhode Island emerged the
choice of the delegates. Since
then, however, Pittsburg has
continued to be in the forefront of
ULAA activities.
FINDINGS
In assessing the four potential
venues, the National Administration
took into account the following
factors: chapter’s activeness in
ULAA endeavors, centrality in terms
of distance of majority of ULAA
chapters, and history of the
chapters desire to host the Assembly
among other factors.
On the issue of activeness, the
chapters ranked in the following
order in decreasing sequence:
Pittsburg, Illinois, North Carolina,
and Michigan. On centrality, they
ranked in the following order:
Pittsburg, Illinois, North Carolina,
and Michigan. On the issue of the
history of the desire to host,
Pittsburg stands out unchallenged.
In the assessment, the National
Administration found all four
chapters to have the financial and
material resources to successfully
host the Assembly. All contesting
chapters were found to be very
enthusiastic and expectant.
RECOMMENDATIONS
Against the background of the above
assessments and with expressed votes
of National Administration members,
it is hereby unreservedly
recommended that the Liberian
Community Association of Greater
Pittsburg be considered as the
Chapter most deserving of taking the
honor of hosting the 34th
National General Assembly in 2008.
The order of preference for the
choice of hosting the next Assembly,
based on tally of votes by members
of the National Administration, is
in the order as follow, starting
with the most preferred to the least
preferred.

of Greater Pittsburg

Organization of the Liberian
Community in Illinois
-
Liberian Organization of the
Piedmont
-
Liberian Association of Michigan
Additionally, we have a tradition of
selecting a chapter that will stand
by to take the mantle of hosting in
the event the chapter of first
choice encounters unforeseen
circumstances preventing it from
hosting the Assembly. In line with
the order or preference above, that
stand-by chapter will be the
Organization of the Liberian
Community in Illinois.
To reinforce, the National
Administration is strongly
recommending the Liberian Community
Association of Pittsburg as the
member-organization to host the 34th
National General Assembly in the
year 2008. The Organization of the
Liberian Community of Illinois is
recommended as the stand-by chapter.
